Important Notice for University City Residents



Effectively immediately and until further notice all approved SSLRP sewer lateral repairs classified as non-emergency will be placed on a wait-list and scheduled for repair in the future. Non-emergency repairs are defined as those which do not significantly impact the normal operation of the sewer lateral system. The repairs will be completed on a first-in-first-out basis with the oldest repairs performed first. Emergency repairs will continue to be processed normally with no delay.

The City makes every effort to efficiently manage taxpayer dollars to ensure that residents can utilize this resource to help cover the cost of a sewer repair; however, due to the finite nature of funding, occasionally a temporary moratorium must be initiated in order to maintain the viability of the Program. Over the course of the Program the number of repairs has steadily increased but the funding has remained static. The rising number of repairs coupled with limited resources has made this action necessary.

Please be assured that non-emergency repairs will be processed in a normal fashion once funding levels have fully recovered. We apologize for any inconvenience this action has caused our residents.





Dear University City Homeowner:



Thank you for contacting us about the Sanitary Sewer Lateral Repair Program (SSLRP). To serve you better, we have designed a simple application package for you to complete when applying to the repair program. The enclosed application must be completed to participate in the program.

The Sanitary Sewer Lateral Repair Program applies only to residential buildings of up to six (6) units. The program is not available to commercial or industrial property

A sanitary sewer lateral carries waste from your home to the Metropolitan Sewer District (MSD) main sewer. The sanitary sewer lateral extends from your home to MSD’s main connection. MSD does not pay for repairs to your sanitary sewer lateral or the connection, as this is the homeowner’s responsibility. The City’s Sanitary Sewer Lateral Repair Program will pay for 80 percent of the cost of the repair or replacement of the sanitary sewer lateral.
A 20 percent co-payment of the total repair cost will be required by the homeowner. Damaged or blocked pipes located inside your home are not covered under this program.

The program is limited to available funds. Only expenses approved by the City are covered under this program. The City’s program will cover 80 percent of the expenses specifically related to the approved repair or replacement of the sanitary sewer lateral, including excavation, repair or replacement of the sanitary sewer lateral, backfilling, pavement, seeding and strawing.
