NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS Date of Posting: May 9, 2019

REQUEST FOR RELEASE OF FUNDS On or about May 21, 2019, the St. Louis County Office of Community Development will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant funds under the Housing and Community Development Act of 1974, as amended, to undertake the following projects:

Finding of Categorically Excluded 24 CFR 58.35(a) COMMUNITY DEVELOPMENT BLOCK GRANT

? St. Louis County Home Improvement Program for the purpose of single family homeowner minor home repair (for fiscal year 2018). Estimated funding for this activity is $1,161,190 CDBG. The activity will take place countywide.

? St. Louis County Home Improvement Program for the purpose of single family homeowner minor home repair (for fiscal year 2019). Estimated funding for this activity is $1,513,190 CDBG. The activity will take place countywide.

? The City of Ferguson is proposing street improvements to the 1500-1600 blocks of Northwinds Estates Drive. Estimated funding for this activity is $120,300 CDBG.

? The City of Maplewood is proposing sidewalk improvements to the following locations: 2300-2400 blocks of Laclede Station Road. Estimated funding for this activity is $22,500 CDBG.

? The City of University City is proposing street improvements to the following locations: 8300-8500 blocks of Elmore Avenue. and 1300 block of Mendell Drive. Estimated funding for this activity is $103,400 CDBG. The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record that documents the environmental determinations for this project is on file at St. Louis County Office of Community Development (41 S. Central – 5th Floor, Clayton, MO 63105) and may be examined or copied weekdays 8 am to 4 pm.

PUBLIC COMMENTS Any individual, group, or agency may submit comments on the ERR to the St. Louis County Office of Community Development. All comments received by May 20, 2019, will be considered by the St. Louis County Office of Community Development prior to authorizing submission of a request for release of funds.

RELEASE OF FUNDS The St. Louis County Office of Community Development certifies to HUD that Sam Page, in his capacity as County Executive, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the St. Louis County Office of Community Development to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the St. Louis County Office of Community Development certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases:

(a) the certification was not executed by the Certifying Officer of the St. Louis County Office of Community Development; (b) the St. Louis County Office of Community Development has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.

Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD:
