Bid Title: Traffic and Parking Study-Delmar Loop Area

Description:

The City of University City Public Works and Parks Department is requesting qualifications from consultant engineering firms to evaluate existing and future traffic circulation patterns and parking conditions and providing recommendations and options to address identified problems in the Delmar Loop area.  Study shall propose methods that will identify any possible deficiencies in current and future traffic circulations and solutions for eliminating, reducing and/or calming existing traffic and parking.

The City is requesting assistance in performing several different tasks for the further analysis of the traffic and parking conditions and proposed actions.  The study will have the following components as a minimum: 

  • Turning and traffic counts
  • Neighborhood wide traffic study.  Traffic study to include use of bicycles, walking pedestrians, trolley and all other possible modes of transportation
  • Conversion of Delmar Blvd from County "Arterial" to City "Main Street"
  • Identification of traffic control points and recommended improvements
  • Analysis of parking patterns and impact on neighborhood traffic
  • Projected future parking locations

The study hall consider all the effects of the future projects within the project area such as Trolley Project and the Off Campus Undergraduate Housing - Washington University.

Qualifications:
1. Qualified traffic engineering consulting firms and qualified parking analysis consulting firms
2. Knowledge of federal and state traffic regulations and laws
3. Demonstrated practical knowledge and expertise in regard to "best practices" related to traffic engineering
4. Abilities and experience with applying analytical and quantitative tools and models needed to undertake the work required under this study

1. This solicitation is for non-federal project being considered by the City.
2. If the City should solicit qualifications for a federally funded project in the future, that solicitation will be by a separate RFQ advertised on MoDOT's website.
