Deputy Director October 23, 2018North and South Road ARS Infrastructure St. Louis County Project No. AR-1493Project Notification LetterDear Property Owner or Occupant:We would like to advise you that a contract for roadway improvements to North and South Road has been awarded to Spencer Contracting, 3073 Arnold Tenbrook Rd, Arnold, MO 63010. The limits for the North and South Road project are from Olive Boulevard to Delmar Boulevard.This project is funded by a combination of Federal and St. Louis County monies and will be accomplished without additional direct cost to you. As taxpayers, we all share in the cost of projects throughout St. Louis County. The project provides for removal and replacement of base pavement, sidewalk and curb; pavement surfacing and texturing; asphalt overlay; sodding; and other incidental items. In addition, alterations will be performed to existing curb ramp configurations to comply with ADA guidelines.Please be advised that construction work is scheduled to begin on October 29, 2018, weather permitting. The length of the construction period is a concern to most people. Unfortunately, the complexity of the construction work combined with the unpredictable weather in the St. Louis region will dictate the length of time for completion. With this in mind, we would expect that the paving work on the project will be completed by mid-summer 2019. Final site restoration to occur in late September.Most construction work performed will generally take place between the hours of 7:00 A.M. and 3:30 P.M. weekdays, however, paving operations are scheduled to take place at night. Lane restrictions will be in place at various times and locations, but no complete street closures are anticipated. Flagmen will be utilized on site during any lane restrictions. It is recommended that alternative routes be determined, and/or sufficient time be allotted for your daily commutes. Emergency vehicles such as police, fire and ambulance will be advised of the construction, thereby allowing these agencies to plan in advance in case there is an emergency in your area.It will be necessary to store some material (rock, etc.) at the job site, which will be removed after completion of the project. Disturbed areas will be restored. When sod is placed, the contractor will maintain it for a period of five weeks, after which it will become your responsibility to maintain. It is recommended that mowing be limited to a length no shorter than 3 inches.Mr. Matthew Eshelman, Project Manager for St. Louis County, will be the Resident Engineer assigned to the project.
