PUBLIC WORKS OVERVIEW
Many of the services that touch our residents everyday lives are managed under the Public Works Department umbrella.
Traditional city services such as street lighting, sanitation, recycling, construction management, fleet, facilities and engineering services, are provided under the auspices of the Public Works Department. In addition to these traditional services, the City operates one of the state's oldest running recycling programs.
Effective July 1, 2022 U City yard waste stickers are required
Yard waste must be placed in biodegradable bags and will be collected on regular collection days. Yard waste stickers are required on each bag. Stickers are available in strips of five (5) for $7.50 and can be purchased at any of the following locations:

Administration & Engineering Division
The administrative & engineering office is located on the 3rd floor of City Hall at 6801 Delmar Boulevard. Sinan Alpaslan heads the department as Director of Public Works and Parks. This division is responsible for overseeing the day to day operations and staff. Staff provides right-of-way management services associated with the planning, design, construction and control of public streets, sidewalks, and bridges within the City, administration of the recycling programs, the Sanitary Sewer Lateral Repair Program, inspections of all public properties and general support of other City departments as related to these functions. The division is also responsible for all capital improvement programs. Please contact Sinan Alpaslan, Director and City Engineer 314-505-8560. This division is responsible for the collection and disposal of refuse from all homes, public institutions and participating commercial properties within the City. The division also provides for the residential and business collection of recyclables. University City is one of only a few municipalities in the St. Louis metropolitan area to own and operate its own transfer station and a fleet of refuse and recycling vehicles. The operational services office is located at 1015 Pennsylvania Avenue. Normal operation hours are Monday through Friday from 7:00 a.m. until 3:30 p.m. For more information, please contact Dennis Luckett, Superintendent 314-505-8575.
Street Maintenance Division
The division is responsible for the signing, marking and maintenance of all 96.6 miles of public city-controlled streets, and related facilities, including repairs, sign installation and maintenance, traffic control, street sweeping, leaf collection, snow/ice removal, maintenance of bridges and other structures, please contact John Gates, Street Superintendent at 314-505-8585 with questions.
