Civil Service All Civil Service positions are filled through competitive examinations and interviews. In compliance with Civil Service Regulations, Human Resources recruits under merit principles of competition and fitness that regulate the procedures for selection, employment, promotion, and retention. Appointed Positions Appointed positions may require application screenings, a supplemental questionnaire evaluating training and experience, assessment centers, panel interviews, and any combination thereof.
