The City’s primary objective is to select a qualified
developer(s) with a viable redevelopment concept and the capacity to implement a
well designed, urban mixed-use development. To facilitate the redevelopment of the area, the City will consider the
use of tax increment financing and other statutory redevelopment mechanisms. Preference will be given to those proposals
that minimize the request for TIF and other public assistance and/or
demonstrate significant site control of properties within the Redevelopment Project
Area.
